This project were to collect and organize the data for 9 specify rivers, containing environment basin, water quality status, pollution distribution, emissions list, and relevance of animal husbandry resources & Water Quality…etc. Continuously to review the resource utilization situation and provide promotion suggestions. Also, in order to grasp the status of the achievement of various animal manure resource utilization goals and discuss important issues with relevant authorities, two management examination meetings were conducted to review the promotion of animal husbandry manure resource utilization at key monitoring stations, the results of pollution reduction, the approval status of wastewater management plans, and the assessment project scores. In addition, this project also rolls and analyzes the results of the local government's strengthening of the livestock industry's inspection and control (including the number of inspections, samples, fines, and the amount of fines). In order to improve the promotion efficiency of the livestock manure by large farms to “collect & treatment” small farms or centralized treatment, this project assisted in 5 sessions site supervision, including 1 in Taoyuan City and 4 in Yunlin Count. Each session invited 2 committee members to conduct surveys and make suggestions for improvement. Besides, this project also assisted in completing 6 sessions of counseling, including 3 in Yunlin County, 2 in Pingtung County, and 1 in Hualien County, and assisted in the estimation of the bulk purchase rate of anaerobic fermentation equipment. In addition, monthly rolling tracking was carried out for the subsidized tank trucks and storage barrels, and the actual maintenance and transportation conditions were summarized. In order to discuss the current issues and suggestions on the promotion of resource utilization of animal husbandry, this plan handled 3 organizing symposiums and 1 meeting for the suspension of irrigation research. In addition to the bottlenecks and suggestions for the promotion of resource utilization in various counties and cities, it also focuses on the application process, suspension of excessive irrigation, and the new regulations on the autonomy of livestock farms. And also handled at least 50 irrigation visits, by asking the irrigators to understand the actual irrigation results and encounters. In addition, in order to expand the resource utilization project and increase the willingness to handle, evaluate the inclusion of relevant systems that can effectively process animal manure and urine, and evaluate the feasibility of using biogas slurry and biogas residue into green procurement and environmental protection collecting points. In this project, Mailiao Township in Yunlin County has been selected from 10 demonstration townships and Luzhu District of Kaohsiung City was also selecting as the self-selected demonstration township. During the implementation of the plan, personal visits to the animal husbandry, production and marketing cooperatives or related units in each demonstration township were conducted at least 20 times, for a total of 40 times. The opinions of all parties were collected through personal visits and incorporated into the promotion of demonstration townships. At the same time, we also assist in the application for the use of biogas slurry and residue fertilizer for agricultural land. In addition, one key person’s symposium and one visit activity were held in each demonstration township, a total of 4 sessions, strengthened publicity and promotion, through actual irrigation guidance and the landlord’s presentation, increase farmers’ willingness to use biogas slurry and biogas residue to benefit the increase in the proportion of resources. In order to accelerate the municipal, county and city governments to promote the resource utilization of animal husbandry manure and to understand the agency subsidy information, this plan handled 5 agricultural and animal husbandry matching briefings, and assisted in the production of 12 explanatory materials. At the same time, 10 crops were included in the fertilization manual, and also collecting livestock farms with excellent irrigation performance in various counties and cities, and compiles their irrigation results into a book, hoping to alleviate farmers’ doubts about irrigation dosage and irrigation effectiveness. In addition, this project handled 1 seminar, 3 seminars, and 10 on-site surveys or consultation meetings to learn from the implementation experience and operation methods of each unit, improve the effectiveness of resource recycling and provide the latest technology and knowledge. In addition, assisted in handling 1 press conference, looking forward to revealing the effect of communication through the media to show the effect of promoting animal husbandry resources, and use this to expand the promotion of animal husbandry manure policies and continue to increase the proportion of resources to reduce the discharge of animal husbandry wastewater into rivers.
